Abstract

The article presents the results of a study carried out within the framework of a grant from the Krasnoyarsk Regional Science Foundation and aimed at studying the history of the first primary music educational institution in the Arctic, which has provided the foundation for the formation and development of a creative environment in Norilsk. In the course of working with archival documents, information introduced into scientific use for the first time was obtained. It is established that geographical remoteness, political and socio-cultural situations that determined the specifics of the development of the northern territories of the Krasnoyarsk Territory in the first half of the XX century, have contributed to the influx of significant creative forces to Norilsk. The role of individuals in the formation of musical education and the creative environment is revealed, information about the approbation of cultural formats that first appeared on the territory of the Krasnoyarsk Territory in the city of Norilsk is have presented. The data presented are considered in the context of the development and formation of creative industries in the city, which laid the foundation for creative processes in the Far North. These trends persisted until the XXI century, as evidenced by the opening of the first electronic computer music department in the region in Children art school No. 1 and the emergence of the Academy of Creative Industries, operating since 2021. The importance of this event was noted by the leaders at the first district forum «Russian Creative Week – Siberia». This suggests that the ideas identified and implemented in the field of music education have become the key to the creation of a creative cluster in the Arctic
