Abstract

A unique feature of the Caspian Sea that distinguishes it from an open sea is its closed ecosystem: the fact that the Caspian Sea is a body of water that is not connected to the World Ocean has a significant impact on the complexity of environmental issues in the region. There are four main sources of Caspian Sea pollution: oil extraction, wastewater from Caspian littoral states, shipping of goods, and heavy industrial waste dumped in the Caspian Sea basin. According to the State of the Caspian Sea Environment Report 2019, the Caspian ecosystem is currently suffering most from the accumulation of hazardous waste, water pollution and climate change. Part of these problems is directly linked to the population growth: there are more than 15 million people living now in the Caspian region. Because pollution in one part of the Caspian Sea inevitably leads to pollution in another part, the ecology of the body of water itself is highly dependent on the rivers that feed it, on precipitation and evaporation. Industrial and agricultural wastes are discharged into the Caspian Sea, containing significant quantities of chemicals, inorganic or harmful organic substances. It can therefore be concluded that the application of the concept of integrated coastal management is suitable for the Caspian countries. This article will examine the legal content of the concept, analyze the level of its integration at the regional international legal as well as national level and formulate proposals for the systematic integration of the concept in the Caspian region through the development of international legal regulation
