Abstract

The article studies strategic approaches to determining organizational and legal mechanisms of countering cyberterrorism as a today’s threat to security of the society and the state in conditions of new global challenges of digital transformation in all spheres of life and with consideration of increase in geopolitical tension. Therefore, the scientific novelty of the research consists in its contributing to the ongoing discussion about new evolving threats to information security – cybercrime, the principal manifestation of which is cyberterrorism, undergoing changes in conditions of digital reality. As a result, the article demonstrates how, on one hand, the inevitable digital transformation of all spheres of social life influences the formation of new legal standards and improvement of the existing legal standards in the sphere of countering cybercrime, and how, on the other hand, digital technologies allow dealing with the digital risks, challenges and threats, which result from the same technologies. Moreover, the article highlights the role of ensuring cybersecurity in the system of higher education institutions through the example of the BSTU named after V. G. Shukhov, where it is at a high level due to comprehensive approach, which includes advanced technical solutions, educational programs and the active participation of cyber-squads
