Abstract

The paper presents a methodological approach to optimal power consumption management in the residential sector considered as an infrastructure facility. The study focuses on the problem of identifying unaccounted consumption (electricity theft) in 0.4 kv distribution networks, where commercial losses can reach 15–30 % of the grid supply. A rank analysis technique based on the technocenoses theory has been developed and approved. The approach utilizes hyperbolic rank distributions to identify anomalies in the power consumption structure. The results show that preliminary data rank filtering enables the generation of prioritized lists of facilities for inspection without comprehensive instrumental control. Simulation modeling demonstrated that the elimination of anomalies identified by rank analysis reduces total power consumption by 42,123 kwh over the billing period, which corresponds to an economic effect of 126–198 thousand rubles per year at rural tariffs. The proposed technique is scalable to other rural and suburban areas with a similar structure of the residential sector and can serve as a tool for grid companies in risk-oriented inspection planning and reducing commercial losses
